Navigating Construction Season: HWY 10 Updates

The Wisconsin Department of Transportation (WisDOT) has announced significant construction on HWY 10 through Osseo this year, bringing necessary updates to the aging infrastructure. While construction is always an inconvenience, this project will ensure a safer, longer-lasting highway for years to come. The Osseo Area Chamber is dedicated to keeping the community informed and supporting local businesses during this time. Here’s what you need to know about the project and how we can work together to make this construction season a success.

What’s Happening on HWY 10?

Project #1: HWY 10 from Nelson Road to Rose Lane is undergoing a full pavement replacement along with updates to utilities and pedestrian accommodations. Key project highlights include:

  • New Roadway Surface: 8.5 inches of concrete pavement will replace the current asphalt to increase the durability of the road.
  • Storm & Sanitary Sewer Replacement: Storm sewers will be updated by WisDOT, while the City of Osseo will replace water mains and sanitary sewer lines.
  • Sidewalks & Curb Repairs: Pedestrian sidewalks, curb ramps, and gutters will all be replaced to improve accessibility and safety.
  • Spot Repairs & Maintenance: Additional repairs will be made near the I-94 intersection and the bridge over the Buffalo River.

Project #2: Resurfacing HWY 10 between Hunt Lane west of Eleva and Nelson Road in Osseo. Key project highlights include:

  • New Roadway Surface: Removing a portion of the existing pavement and replacing it with 3.25 inches of new asphalt
  • Widening the paved shoulders, adding centerline and shoulder rumble strips, adjusting and/or replacing guardrail sections
  • Upgrading sidewalk curb ramps to meet Americans With Disabilities Act standards
  • Improving culverts and adjacent ditches

Traffic Impacts

Project #1: US 10, Nelson Road to Westbound I-94 Ramps

  • US 10 will be closed to through traffic from Nelson Road to Rose Lane.
    • Through traffic from US 53 South to Rose Lane will be detoured for the duration of the project via US 53, County HH and I-94.
    • Through traffic on US 10, where it runs concurrent with US 53 from its northern and southern legs, will be detoured via WIS 121, County HH and I-94.
  • US 10 will be open to local traffic.
  • Property owners/businesses will have access during construction.
  • Short-term closures of driveways/sidewalks should be expected. Contractor will coordinate with property owners when closures are anticipated.
  • A minimum of two side roads will be open for north/south traffic.
  • Temporary pedestrian accommodations will be provided.

Project #2: US 10, Hunt Lane to Nelson Road

  • US 10 will remain open to traffic, but motorists will encounter single-lane closures controlled by flagging, along with shoulder closures.

Construction Timeline

  • Anticipated Start Date: Early April
  • Completion Timeline: Approximately 5 months
